Duties and Responsibilities:
This Nursing Program Specialist is responsible for planning,
monitoring, evaluating and providing services on a countywide basis
in outreach immunization clinics, employee health, and the health
department. This position is under the direct supervision of the
Nursing Program Specialist. This position is classified as a
sensitive position. Incumbent handles protected health information
on a need-to-know basis following Department of Health, HIPAA, and
Information Security Policy, Protocols and Procedures. This
position abides by State/Federal laws governing health information
and is responsible to maintain confidentiality, security, privacy,
and integrity of protected health information. This position
requires complete and current knowledge of all aspects of the
immunization program including, but not limited to, childhood
immunizations (Vaccines for Children-VFC), adult immunizations and
overseas/travel immunizations, grant programs, and providing
outreach services. This position requires the ability to work
independently and interact appropriately with clinic staff, school
nurses, local physicians, and community volunteers and agencies.
This position has access to the following information data sets:
all Immunization records.
Plans, promotes, coordinates, and monitors Immunization Program
activities/services for the agency according to the current edition
of the Epidemiology and Prevention of Vaccine-Preventable Diseases
(CDC's The Pink Book), the ACIP Recommendations, and guidelines
from the State of Florida Immunization Program. Performs the
following:
* Plans and directs the work of the Immunization staff at all
DOH-Lee sites, including workloads, workflows, deadlines, work
objectives, and time utilization.
* Ensures quality of services by:
* Monitoring immunization procedures at all DOH-Lee sites, ensuring
the correct use of VFC, Program 17, purchased vaccines, and
Hepatitis-09 vaccines as needed.
* Developing and ensuring delivery of comprehensive training
program for all new DOH-Lee immunization staff and providing
continuing education programs for the DOH-Lee staff or private
providers as requested.
* Overseeing Immunization staff to ensure accuracy in vaccine
administration, documentation, inventory control, and to decrease
vaccine waste at all sites.
* Assuring proper documentation of immunization services into
Florida SHOTS and HMS, and electronic health records if needed.
* Monitoring vaccine use and accountability at all sites.
* Manages vaccine inventory and ordering agencywide by:
* Assuring timely ordering of vaccines to provide adequate
inventory at all sites.
* Assuring proper storage and handling of all vaccines, as per
recommendations of the current edition of the CDC Vaccine Storage
and Handling Guide.
* Assuring annual maintenance of vaccine storage units and
monitoring system, including additional maintenance as needed.
* Maintaining Vaccines for Children (VFC) Program Vaccine
Management Plan and updates it annually or more often if need
dictates.
* Developing and maintaining emergency procedures for vaccine
storage and handling, including plan for off-site storage of
vaccines if needed.
* Monitors childhood immunization rates, with the goal of meeting
or exceeding the FDOH Immunization Coverage Goal of 95% for 4 DTaP,
3 Polio, 1 MMR, 3 Hib, 3 Hep B, and 1 Varicella (4:3:1:3:3:1) and 4
DTaP, 3 Polio, 1 MMR, 3 Hib, 3 Hep B,
1 Varicella and 4 PCV (4:3:1:3:3:1:4) immunization series for 2-
year-old children for whom DOH-Lee is the primary immunization
provider, by:
* Utilizing monthly Reminder Recall Report to send reminders to
children who are due for vaccines in the next 30 days.
* Utilizing Televox monthly report to send reminders to children
who are past due for vaccines.
* Providing statistical reporting to DOH-Lee Administration as
requested.
Responsible for nursing related educational activities:
* Sets SMART expectations for employees and nursing students during
orientation/clinical rotations
* Evaluates staff and students through observing their performance
in various settings, monitors their work, providing input to the
nurses' immediate supervisor and the students' clinical
coordinator
* Performs skills check-offs for clinical staff
* Conducts workshops and sends educational CEU opportunities to
staff
* Creates as needed, handouts related to disease specific
conditions for citizens and for the medical community.
* Performs Employee Health nursing duties as outlined in FDOH Lee
IOP 13-3. This includes but is not limited to:
* Conducts biweekly Employee Health clinic for all new hires and
completes employee health packets
* Review and maintenance of employee health records.
* Educates and provided employees with mandatory and recommendation
immunizations and TB screening
* Administering immunizations or titers and updates FL SHOTS/HMS
records
* Assisting with coordination of needle stick exposures and post
exposure prophylaxis.
* Reviews and updates DOH-Lee Employee Health protocol as
necessary. This protocol includes:
health promotion (wellness) and health protection (immunizations,
TB, occupational health/safety) components.
* Counsels employees about job-related health risks and
exposures
* Coordinating employee flu PODS at all FDOH Lee sites annually and
other vaccines as necessary
* Assisting the Public Health Emergency Preparedness Program for
fit testing with N-95 masks.
* Conducts TB risk assessments annually or as needed according to
the employee's risk of contracting TB
* Updates employee spreadsheet (notes whether staff is new,
current, or separated) and immunizations on a quarterly basis in
collaboration with HR
* Serves as the information custodian for the Employee Health data
set.
Serves as subject matter expert and resource person for
immunizations and Employee Health, providing technical assistance
and educational support to nursing staff at DOH-Lee, and as needed
to private providers and area CHDs.
* Promotes access to vaccines in the community for adults, children
and special needs/high risk populations through the Immunization
Coalition and other community partners.
* Updates Immunization and Employee Health Protocols annually or as
needed.
* Develops and manages the Immunization Department budget.
* Attends monthly Managers' meetings and other agency meetings as
directed.
* Participates in opportunities for learning in the areas of
supervision, management, and leadership, including but not limited
to, other CHD meetings, conferences, workshops, and in-service
programs to update and acquire knowledge of rules, regulations, and
guidelines necessary to function successfully in this position.
* Participates in vaccine administration in clinic and during
off-site outreach events as needed, based on staffing needs and
capabilities.
* Coordinates and assists with Stamaril and other travel vaccines
with inventory and administration, includes training, tracking,
documentation and administration, and notification of adverse
reactions to the manufacturer.
* Attends pertinent conferences as requested or permitted.
* Accurately determines eligibility for any available grant
programs.
* Responds to public inquiries regarding immunization policies and
recommendations.
* Responds to DOH employee inquiries regarding Employee Health
policies and recommendations.
* Coordinates and/or plans outreach programs (flu clinics for the
community and encouraging Gardasil in middle and high schools).
* Coordinates an adult immunization program that will increase
influenza and pneumococcal vaccination levels in the county by
focusing on an adult immunization initiative with the county health
department, health care providers, health management organizations,
senior centers, active coalitions, nursing homes, and assisted care
facilities.
* Serves as Chairman of the Lee County Adult and Pediatric
Immunization Coalition and conducts quarterly meetings with
community partners and providers, keeping documentation of all
meetings.
* Completes Quarterly Report for the Adult Program and attends
scheduled conference calls with Program Coordinator and nurses from
other county health departments in the Adult Program Specialist
role.
* Conducts educational presentations which enhance influenza and
pneumococcal awareness while reinforcing the importance of
vaccination.
* Administers vaccines for overseas travelers and maintain up-to
date overseas travel information and is knowledgeable of the
appropriate vaccines to administer relevant to the area of travel.
Maintains current references for childhood, adult, and overseas
travel immunizations.
* Assists with the outreach immunization program for children as
needed, which could include evening or weekend hours. Collects and
reports data on immunizations given.
* Assists in monitoring outreach clinic to ensure efficiency and
benefit to the community.
* In conjunction with the Public Information Officer, maintains and
distributes current list of clinic hours and sites to appropriate
persons and agencies.
* Provides new and annual security training for Other Personal
Services (OPS) nurse and volunteers as needed.
* Assists with health fairs, community organizations, and specific
public health events as requested.
* Prepares reports, as required.
* Performs quality improvement activities to monitor the
effectiveness of outreach activities.
* Performs other miscellaneous duties as required.

MINIMUM QUALIFICATIONS PREFERRED
* Bachelor of Science degree from a U.S. accredited college or
university in Nursing is required.
Licensure/registration/certification requirements (If applicable,
list the appropriate Florida Statute or federal regulation
cite):
* Licensure as a Registered Professional Nurse in accordance with
Florida Statute 464 or eligible to practice nursing in accordance
with Florida Administrative Code 210-8.27.
Other job-related requirements for this position:
* Incumbent may be required to work before, during and/or beyond
normal work hours or days in the event of an emergency. Emergency
duty required of the incumbent includes working in special needs or
Red Cross shelters, or performing other emergency duties including,
but not limited to, responses to threats involving any disaster or
threat of disaster, man-made or natural.
* Incumbent must possess a valid Florida Driver License and have a
motor vehicle to carry out these duties.
* Selected immunizations or titers and/or periodic screening for
tuberculosis may be recommended for this position.

outside of established DOH-Lee facilities and must comply with
parameters defined in DOHP 50-10.
* Required to maintain a current Basic Life Support CPR with AED
(BLS) certification.

* Must be willing to undergo FIT Testing.
* This position has the responsibility of being the Information
Custodian for the Immunization-field information set and will
perform related duties as defined in DOHP 50-10.
* This position has the responsibility of being the Alternate Key
Custodian for the Employee Health and Immunizations secure area(s)
at the Michigan location, and, in the absence of the Key Custodian,
will perform related duties as defined in DOHP 50-10.
