POSITION DESCRIPTION: Coordinates and manages Department-administered State and Federal transit and transit planning programs and projects in assigned Counties in District One.   Assists local governments, agencies, and other partners to determine local, regional, and multimodal solutions, and in developing and monitoring complex projects.  Fulfills transit management responsibilities, including assisting local customers such as grantees, with implementing public transit programs andor projects in rural and urbanized areas through, for example, the State Transit Service Development, Transit Corridor, Transit Block Grant, Commuter Assistance and Ride Share, Park-and-Ride Lot, and other State formula and/or discretionary allocation grant programs.  Serves as a District coordinator for one or more Department-administered Federal Transit Administration Programs; may manage consultant task work orders.   Coordinates with the Department’s vehicle procurement program contractor as it relates to District One grantees’ equipment procurement actions.

 

Develops and prepares transit elements of the Department’s Tentative Work Program while ensuring the accuracy of both state and federal program data and balances funding levels.  Implements, monitors, and manages the transit elements of the Department’s Adopted Work Program.  Supports local agencies to maintain program and project balances to maximize the use of state and federal funds. Develops and processes Public Transportation Joint Participation Agreements (JPA) according to the Department’s procedures, production schedule and fiscal year production targets.   Reviews and processes project invoices and support documentation for payment to ensure eligibility of costs and to comply with contractual provisions.   Reviews and approves change request orders and third-party contracts to ensure consistency of proposed work with project scope(s) of services. Conducts site reviews and prepares correspondence to ensure compliance with Agreement requirements and Department procedures.   Ensures Department compliance and success with financial and program management audits.

 

Relies on and follows the State Management Plan to achieve District One’s compliance with its categorical requirements; provides leadership for District One’s compliance.  Coordinates with the Department’s Central Office/Public Transit Office to implement an electronic Department transit business management system (ie: TransCIP).

 

Conducts annual grant workshops for federally funded transit programs.  Review and select eligible grantees from the annual submission of grant applications for the Department administered Federal programs.  Prepare the Program of Projects (POP) for each Federal transit program, as assigned. 

 

Assists local customers to create, operate and coordinate transit projects with the State’s Commission for the Transportation Disadvantaged and its Transportation Disadvantaged Program pursuant to Chapter 427, Florida Statutes (F.S.).  Represents the Department on assigned Local Coordinating Boards for the Transportation Disadvantaged pursuant to Florida Administrative Code in association with Chapter 427, F.S.  Achieves Department success with its modal responsibilities in the Rural Areas of Opportunity (RAO – formerly Rural Areas of Critical Economic Concern [RACEC]) region, particularly through District One’s Heartland Rural Mobility Plan. 

 

Coordinates with District One Planning Office and its Intergovernmental Liaison staff with the multimodal metropolitan transportation planning process, including supporting Metropolitan Planning Organizations (MPO) Technical Advisory Committees. Attending Metropolitan Planning Organization meetings, as directed. Supports Department processing of Federal Highway Administration ("flex") funds for transit purposes, in support of and in collaboration with internal (e.g., other Department offices' staffs) and external customers (e.g., Metropolitan Planning Organizations and transit agencies).

 

Serves as key support staff to other State and Federal program managers or coordinators.  Participates and reviews transportation studies and activities.  Represents the Department on various committees for Complete Streets, Transit Development Plans, Transit Oriented Development Design, corridor studies, master plans, and other studies or efforts that integrate or elevate transit as a viable mode. Supports Department efforts to implement the Florida Transportation Plan. Contributes to State goals by assisting the public with transportation needs.  Contributes to the quarterly Title VI, “Civil Rights Act of 1964,” Progress Report.  Prepares reports, materials, and correspondence.  Plans, organizes, and conducts meetings and technical assistance workshops; and makes presentations.

OTHER JOB RELATED REQUIREMENTS: Responsible for adhering to the provisions and requirements of Section 215.422, Florida Statutes (FS), related to State Comptrollers rules and Depatment of Transportation (DOT) invoice processing and warrant distributions.  Employee will be required to be responsive to emergency situations with a very short timeframe and serve on the Transportation Emergency Management Team.

 

MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university and 1 year of professional experience in the field of transportation, planning, public administration, engineering or logistics to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471. A master's degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience.  Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.
