WHAT IS THE LARGE & BUSINESS INTERNATIONALDIVISION? The Large Business and International (LB&I) business unit provides service and enforcement activities to support tax compliance of businesses and related entities with assets of $10 million or more, as well as small U.S. businesses engaged in international, U.S. citizens abroad, and foreign persons and businesses with a U.S. tax requirement.

Responsibilities

WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? As a Management and Program Analyst you will serve as a staff analyst, evaluator, and advisor to management. In this position, you will be responsible for planning, analyzing, evaluating, and improving the effectiveness of administrative operations and operating programs.

As a Management and Program Analyst you will:

  • Develop and interpret guidance on program planning, execution, and evaluation.
  • Prepare directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines to introduce new initiatives.
  • Recommend effective operations consistent with policies and objectives.
  • Develop long-range program plans, goals, objectives, and milestones.
  • Identify ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives.
  • Research new or improved business and management practices for application to operating and administrative programs.
  • You will analyze resource staffing criteria and develop effective reporting to inform management.

Qualifications

You must meet the following requirements by the closing date of this announcement.

GS-13 LEVEL:

You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrated a wide range of evaluative and analytical methods and techniques, to revise methods or develop new approaches to analyze detailed findings and identifying and measuring accomplishments and progress. Experience includes project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex projects and studies; Management and organizational techniques, systems, and procedures to perform a wide variety of studies and projects with a long-term impact and budgeting methods and techniques to prepare analyses and estimates of resource needs; Knowledge of work processes, and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. In addition your experience should include knowledge of pertinent program laws, regulations, policies and precedents to develop new or modified guidelines, to analyze impact and make recommendations. Your assignments should demonstrate oral communication techniques to present findings and deliver briefings, negotiate solutions to disputed recommendations; and written communication techniques to prepare project papers, staff reports, manuals and directives.

  • The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

In addition to the above requirements, you must meet the following, if applicable:

You must have been at the GS-12 level for 52 weeks (time-in-grade requirement).
