Lee County is pleased to announce an exciting opportunity within our Solid Waste Department. We are seeking a motivated, high energy, team player to serve as a Recycling Coordinator. This is highly professional work involving the administration and supervision of activities related to solid waste collection, municipal solid waste disposal, household chemical waste, customer service, and all recycling programs. Incumbent formulates contracts and agreements, recommends solutions and implements strategies for long range program success. Plans, implements, and manages initiatives pertaining to the improvement of solid waste, recycling collection and disposal, the environment, and maintenance of County owned Solid Waste and recycling facilities. Monitors and enforces Commercial recycling activities related to Lee County Ordinance.

Duties and Responsibilities

* Manages contractor compliance. * Educates and motivates the County's business community, and nonprofit organizations toward the direction of recycling and reduction of solid waste. * Evaluates existing solid waste policies and formulates improvements. * Develops and implements policies and procedures. * Knowledgeable in planning and scheduling of production/and or project activities. * Coordinates and promotes initiatives pertaining to solid waste activities and special projects. * Researches and develops new/innovative recycling and waste reduction procedures and programs. * Communicates with supervisor, employees, volunteers, other departments, vendors, consultants, schools, businesses, civic groups, the public, the media, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. * Researches existing recycling and waste reduction programs and of federal, state, and local legislation pertaining to solid waste disposal waste reduction and recycling. * Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new programs, methods, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends conferences, workshops, and training sessions as appropriate. * Manages program responsibility for key solid waste programs; solid waste collection, recycling, construction and demolition debris recycling, household chemical waste, and customer service. * Responsible for the production of all necessary and required reports. * Maintains statistical records to evaluate progress and performance of recycling and related programs; prepares and submits departmental reports and documents for State and County agencies as well as technical publications. * Receives various forms, reports, correspondence, recovered material tonnage reports, recycling summary reports, statutes, policies, procedures, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. * Confers with other agencies and personnel when required to generate revenue and/or reimbursement. * Attends meetings, serves on committees, and makes presentations as needed. * Consults with Department management or other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; coordinates internal/external advertising/marketing activities with Department Communications Specialist(s). * Establishes and maintains productive business, educational, and community contacts to encourage greater recycling efforts. * Assists in developing and implementing budget for area of assignment. * Writes successful award nominations for technical seminars/meetings in the waste and recycling industry. * Performs other duties as assigned.

Education, Experience, Licensing

* Requires any combination of education and experience equivalent to a Bachelor's degree in Business Administration, Environmental Science, or a closely related field and one year experience and/or training in recycling program administration, recycling education, or closely related experience. * Must possess or obtain NIMS certifications for essential personnel within 6 months of hire. * Possession of a valid driver's license and an acceptable driving record is required. * Must be able to pass a criminal background check.

Supplemental Information

* Ability to interpret contract, ordinance, State statute, and legislation language. * Ability to organize and analyze information, and perform planning research. * Ability to exercise judgment and discretion in establishing, applying, and interpreting program policies and procedures. * Advanced knowledge of computer software; including database management, websites, developing spreadsheets, and related programs. * Ability to work independently, strong interpersonal skills, ability to negotiate, ability to mediate difficult situations. * Work hours and days are Monday to Friday 8:00 a.m. to 5:00 pm. * Incumbent must be able to work additional hours as needed including weekends, holidays, and during emergency situations.
