This is an Open Competitive Career Service position with the
Department of Health in Lee County.
Your Specific Responsibilities:
This is a highly responsible professional position with lead
responsibility for minority focused Human Immunodeficiency
Virus/Acquired Immune Deficiency Syndromes (HIV/AIDS) prevention,
care, and early intervention activities in an assigned area of the
state. The primary responsibilities of this position include
providing or coordinating technical assistance to community-based
organizations (CBO's), management of technical assistance and
consultation regarding community planning, treatment and care and
prevention specifically as it relates to minority needs and
activities. This position is assigned to and stationed at the
Department of Health in Lee County and reports to Area 8 HIV/AIDS
Program Coordinator (HAPC), and travels amongst the Area 8 region.
As this position serves a diverse population, it requires the
ability to communicate effectively with multi-cultural and ethnic
groups.
Consultation:
+ Provides technical assistance, consultation and training to
state, city or local health officials, private and public
organizations, including organizations serving groups at increased
risk of HIV/AIDS exposure.
+ Advises, assists, and performs as a liaison for the county health
departments (CHD) in the assigned areas with planning,
coordinating, and evaluating program activities related to HIV/AIDS
minority Prevention.
Early Intervention Consultant specific:
+ Facilitates 500, 501, 501 Updates, Train The Trainer courses and
completes all associated paperwork. Monitors 501 trainers and
provides technical assistance. Coordinates/meets with other
trainers to address counseling, testing, and linkage needs.
Research new HIV/AIDS data and updates 501 trainers.
+ Ensures registration of new HIV test sites and re-registration
compliance of sites. Monitors Counseling, Testing, and Linkage
(CTL) Memoranda of Agreements (MOA). Provides technical assistance
for all CTL related areas such as forms, policies, procedures,
guidelines, lab liaison, and addresses specific cultural needs.
+ Assesses technical assistance and training needs of
community-based organizations (CBO's) to improve their capacity for
providing HIV related services
Minority AIDS Coordination specific:
+ Coordinates with Florida HIV/AIDS Minority Network to facilitate
the provision of peer-to-peer support, mentoring and exchange of
ideas from experienced CBOs to new and emerging CBO's expressing an
interest in such assistance.
+ Works in collaboration with the Florida HIV/AIDS Community
Planning Group and local community planning partnerships and
consortia as technical advisor on minority issues.
+ Creates partnerships with local County Health Departments, local
colleges / universities, CBOs and local businesses to provide
technical assistance and capacity building.
+ Works with local clergy, health and social service agencies and
other community gatekeepers to increase participation in community
forums, surveys, key informant interviews, focus groups and local
prevention and care planning.
Teamwork:
+ Collaborates and coordinates with HIV testing, ARTAS
Coordinators, PTCs and Disease Intervention Specialist (DIS) staff
at County Health Departments (CHD), public and private medical care
providers, HIV case managers, community-based organizations (CBO),
State and County correctional staff, community health center, and
other HIV testing sites to plan outreach and testing
activities.
Miscellaneous Activities
+ Attends and participates in general staff meetings and staff
development, such as team/staff meetings and in-service/ continuing
education.
+ Performs related duties as necessary including public health
services during a disaster.
+ Coordinates activities with the Statewide Minority HIV/AIDS
Coordinator within the Bureau of HIV/AIDS and networks with other
Regional Minority AIDS Coordinators statewide.
Coordinates and / or provides training to minority CBO's.
Provides regular feedback through the HAPC to the Statewide
Minority Coordinator on all activities.

Qualifications:
+ Position requires a bachelor's degree with a minimum of 30 credit
hours in a related science field.
+ .Licensure/registration/certification requirements (If
applicable, list the appropriate Florida Statute or federal
regulation cite):
+ Completion of Train the Trainer courses 500 and 501 within 6
months of hire
Other job-related requirements for this position:
+ Incumbent may be required to work before, during and/or beyond
normal work hours or days in the event of an emergency. Emergency
duty required of the incumbent includes working in special needs or
Red Cross shelters, or performing other emergency duties including,
but not limited to, responses to or threats involving any disaster
or threat of disaster, man-made or natural.
+ Valid Florida driver license and reliable transportation
+ Must be willing to undergo FIT testing
+ Selected immunizations or titers and/or periodic screening for
tuberculosis may be recommended for this position.
+ Taking Confidential Information Out of the Health Department:
Prior permission is granted to remove and transport confidential
information from the premises of FL DOH at Lee County as defined in
the current version of the FL DOH Information Security and Privacy
Policy 7. Employee must maintain the minimum required information
in their control at all times in a lockable device. Information
should be returned to FL DOH at Lee County, by the close of same
business day. If not feasible, prior permission by the supervisor
must be granted to keep information until the next business
day.
+ Alternative Key Custodian: This position has the responsibility
of being the Alternate Key Custodian as defined on the FL DOH
Information Security and Privacy Policy 6.
Working hours: (A) Daily from 8:00a.m.to 5:00p.m.(B) Total hours in
